Previously, I had responsibility for Airline regulatory compliance matters, including litigation, involving the TSA and the FAA. I also supported the UPS Airline through the negotiation of major commercial matters and the resolution of commercial and regulatory disputes.
I have extensive experience in negotiations for the acquisition of new and used airframes and engines, aircraft leasing, along with maintenance and modification programs. I am the Director of Legal and Regulatory Affairs for UPS Airlines and have responsibility for the management of legal regulatory and policy matters involving UPS Airlines operations, aviation security, and dangerous goods, along with FAA regulatory matters.Previously, I had responsibility for UPS Airlines regulatory compliance and enforcement matters, including the negotiation or litigation of over 125 civil penalty matters involving either the FAA or the TSA. I also managed the UPS Airlines Contract Department. That department was responsible for drafting, supporting or leading negotiations and the administration of airline contracts. I was instrumental in UPS obtaining operating rights into various airports, including the highly regulated John Wayne Airport in Orange County, California. I supported UPS Airlines through the negotiation of major commercial matters and the resolution of commercial and regulatory disputes. I developed and implemented a cross-functional aircraft acquisition team process at UPS Airlines and led those teams on numerous occasions during the UPS Airlines start-up and rapid growth period, contracting for over 128 aircraft valued at more than 10 billion dollars. I also lead negotiations for numerous major aircraft modification programs, foreign leverage leases, like-kind exchanges and innovative aircraft lease agreements.I developed and successfully implemented airline compliance programs for TSA and FAA regulations, including emergency egress, flight deck access, flight deck security and the all-cargo carrier security program. In addition to my aviation background, I also have extensive experience in UPS ground operations and industrial engineering.I have an AV rating by Martindale-Hubble, I am admitted to practice in Kentucky. I represent UPS Airlines on the A4A Litigation Committee, the Compliance Attorney Working Group, the Environmental Council and the International Noise & Emissions Council. I hold a U.S. Patent for a quick change passenger to cargo system for passenger aircraft that also received a Supplemental Type Certificate.I was President of my class while at the US Naval Academy, obtained an undergraduate degree from the University of Kentucky and a law degree from the University of Louisville. I am the Executive Vice President of the International Air and Transportation Safety Bar Association. I served on the Board of Directors for Dare to Care, a Louisville-based food bank, from 2006-2016 and I am currently the Board Past-Chairperson.
